At a Vestry held in the Vestry Room in the Church on Thursday the 28th July 1864 pursuant to public notice for that purpose given

Present Mr Henry Monk, Chairman, Messrs Neal, Waters, R.W. Jones, G. Mayne, C. Mayne, Jas King, Corkett, Hathaway, J.G. Hawley, J. Smith, T.R. Brown, J. Ingram.

It was proposed by Mr R.W. Jones and seconded by Mr Ingram that no paid Collector of Rates for the Parish should be appointed.

It was proposed as an amendment by Mr Neal and seconded by Mr Brown that a paid Collector be appointed in the stead of Mr Curtis – resigned.

For the amendment 8. - which was declared carried.

Applications were then put in from Mr Thomas Ray and Mr John Fogg. When it was proposed by Mr Neal and seconded by Mr Geo. Mayne that Mr T. Ray be appointed to fill the vacancy of Collector.  Mr R.W. Jones proposed by and Mr Waters seconded the appointment of Mr Fogg - which was lost by a majority of one vote.

George, Wm Matthews, Thos Shephard, T.P. Bonham, J. Hathaway, G. Hawley, F. Roads, Josh Bowden, T. Lee, J. Johnston, Wm Neal.

Proposed by Mr George Mayne that a paid Collector of Rates for the Parish be nominated in the stead of Mr Thomas Ray, resigned, seconded by Mr Neal.

An amendment was proposed by Mr Ingram and seconded by Mr Robert Jones that there be no paid Collector.

Applications from three candidates when then put in an [sic] then read from Mr Willm Henry Lomath Mr Albert Gibbs and Mr Richard F. Bush.
Proposed by Mr G. Mayne & seconded by Mr Chas Mayne that Mr Bush be nominated to fill the office.
Proposed by Mr George Hawley & seconded by Mr Elley that Mr Lomath be nominated to fill the office.
Proposed by Mr Fredk Roads and seconded by Mr Bonham that Mr Albert Gibbs be nominated to fill the office.

On being put to the vote there were for

The nomination of Mr W.H. Lomath was accordingly confirmed.

At a Meeting of the Ratepayers of Winslow held at the Vestry Room in the Church on Thursday the 17th day of November 1864 at ten o’clock in the forenoon for the purpose of the Inspectors appointed under of an Act of Parliament passed in the 3rd and 4th years of the reign King William IV intituled “An Act for the Lighting and watching of Parishes in England and Wales” producing their accounts and Vouchers for the past year and for the election of Inspectors for the execution of the said Act and for determining the amount of money to be raised for the ensuing year and other general business.

Revd A.M. Preston Chairman Messrs T.P. Willis, R. Rand, J. Bowden, Wm Neal, G. Mayne, Jas King, R.W. Jones, J.G. Hawley, John Ingram, John Hathaway, J. Woodward, John Grace, T.R. Brown and Henry Monk.  

The accounts and Vouchers of the Inspectors for the past year were produced inspected and allowed.

It was proposed by Mr Neal and seconded by Mr Rand that Mr Benjamin Todd be elected an Inspector in the stead of Mr Woodward who retires and carried.

It was also proposed by Mr Grace and seconded by Mr Jones that Mr Neal be elected an Inspector in the stead of Mr Willis who retires, and carried.

It was likewise proposed by Mr Grace Monk and seconded by Mr Geo. Mayne that Mr Matthew Fulks be elected an Inspector in the stead of Mr John Grace who retires, and carried.

It was proposed by Mr Neal and seconded by Mr T.P. Willis that a sum not exceeding £65 be raised for the ensuing year for the purposes of the said act.

It was proposed that a Fire Engine be provided for the Parish and neighbourhood and that a Committee be appointed for the purpose of raising the amount required by voluntary contributions and that the following persons be constituted the Committee to act with the Inspectors vizt Messrs T.P. Willis, John Hathaway and James Geo Hawley.

It was proposed and carried unanimously. That the Division of the County and Highway Districts under the Highways Act 1862 and 1864 is considered totally unnecessary and unadvisable.

At a Vestry held in the Vestry Room in the Church on Friday the 23rd day of December 1864 pursuant to Notice for that purpose given.

Present Reverend A.M. Preston Chairman Messrs D.T. Willis, H. Monk, Wm Matthews, A Barton, F. Roads, John Grace, J. Ingram, G. Mayne, W. Neal, R.W. Jones, John Corkett, A. Waters and T.P. Willis.

Proposed by Mr Barton and seconded by Mr Grace and resolved unanimously that this Vestry sanction the adoption of proceedings by the Trustees of certain Charities of this Parish against Mr John Ingram for cutting down trees, growing upon the Church land and committing waste and other injury thereon in such manner as such trustees think fit.
