[p.265] Janry 12th              A Parish Council Meeting was held in O.F. Hall.
present Mr. A. J. Clear in the chair
Messrs. A. Watson, E. A. Illing, E. Egleton, W. G. Chowles, & J. White.

The Minutes of last meeting were read & passed.

Salary of Asst. Overseer                The question of the Asst. Overseers salary was considered, from instructions received from the District Auditor A. F. P. Barton Esqr. it appears that the payment to the Asst. Overseers should include the making and collecting the Lighting Rate and be all paid to him
[p.266] by the existing Overseers and out of the Poor Rate Funds.

Salary 16/=/= pr. anm    Mr. Illing proposed  & Mr. Egleton  Secd. that in future the Salary be Sixteen pounds pr. annum to include the making and collecting the Lighting Rate & ten the clerkship to the Parish Council & its committees.
Board of Agriclte & Fisheries       A circular letter & leaflets recd. from the Board of Agriculture & Fisheries were brought to the Notice of the Council relating to the best means to be adopted in the case of the Food supply of the Country, and it was agreed that they lie upon the Table.  

Chq 19/11            A cheque was drawn for 19/11 to pay Messrs. French 15/5 & Mr. P. D. Will 4/6.

February 1916

1916 Feb 15        A Parish Council Meeting was held in O F Hall.
present Mr. A. J. Clear in the chair
Messrs. E. A. Illing. G. Gazey, J. White, J. Varney, A. Watson.

The minutes of last meeting were read & signed.

Letter from Captn. Hansell           A letter from Captn. Hansell was read, Respecting probable Air Craft Raids, and offering the assistance of the men of the Norfolk Regiment now stationed in the Town, in case of a raid the Porter at the Union House would at once call up the men stationed there, it was agreed
[p.267] that Captn. Hansell’s letter should be answered thanking him for his offer. Mr. Clear agreed to send him a reply.

Apt of Parish Constables              Mr. Illing proposed  & Mr. A. Watson Secd. that John Warner and Edwd. Thos. Lines be nominated parish Constables for the ensuing year at the same time the Parish Council wish to protest against the fee of 12/- 5/6 charged at the Police Court for the appointment of Parish Constables as being an unnecessary expence. The Clerk was requested to make the above protest when swearing to the List.

1916 March 15th                A Parish Council Meeting was held in the O.F. Hall. present.

Letter from Mr. Chowles               A letter from Mr. W. G. Chowles was read, resigning his seat on the Parish Council in consequence of his leaving the town.
Mr. Gazey proposed & Mr. E. Egleton Secd. that the appointment of a new member be adjourned to the next meeting.

cheque 12/= Taxes          A cheque for 12/=  was drawn to pay Income Tax on Engine House.

New Member   Mr. Illing  propd.   & Mr. Egleton Secd. that Mr. W. J. Matthews be asked to accept a seat on the Council in place of Mr. Chowles, resigned. This was carried unan.

May 1916

1916 May 10th  A Parish Council Meeting was held in the O.F. Hall on Wednesday May 10th
present Mr. A. J. Clear in the Chair.

The Minutes of last meeting were read & signed.

[p.269] heavy calls on Overseers for Poor Rate                  The question of heavy calls from the Guardians upon the Winslow overseers was discussed. Mr. Illing having gone into the matter and had written to the County Council Accountant, Mr. Chapman of Aylesbury and had received his reply in which it transpired that the call on Winslow Parish for higher education of 5d in the £ on the Assessable value was quite a clerical error, and was intended for a call of £5 = only, the Poor Rate having been now made out at 2/6 in the £ but not yet signed by the Magistrates, a new precept will be received from the Guardians by the overseers and will be covered by a Poor Rate at 2/2 in the £.
The Council expressed their thanks to Mr. Illing for the trouble he had taken in getting this matter put right.

New member                    Mr. W. J. Matthews wrote declining a seat on the Parish Council it was agreed that Mr. A. J. Clear should wait upon Mr. H. C. Stock and Mr. E. T. Lines asking one of them to accept the vacancy.

Payment for making the Voters List         The Circular letter from the L.G. Board Re = payment to Asst. overseer for making the Voters List was \further/ considered, and it was agreed that as the payment to the Asst. overseer & collector to the Guardians does not include the making of the said list it should be left to the Revising Barrister to make that payment as in the past, propd. by Mr. J. Varney &
Secd. by Mr. Egleton & carried.

June 1916

[p.270] 1916 June 19th                    A Parish Council Meeting was held in the O.F. Hall.
present Mr. A. J. Clear in the Chair.

The Minutes of last meeting were read & signed.

Mr. H. C. Stock attended and signed the declaration upon becoming a member of the Council.

Resignation of the Clerk                               The resignation of the clerk to the Council [T.D. Curtis] was then considered. Mr. Illing proposed & Mr. A. J. Clear seconded that the clerk be asked to withdraw his resignation which he declined to do, but consented to hold the office untill [sic] the end of this half year viz to Sept. 30th. Mr. Clear agreeing to write to the L.G. Board respecting the offices of Clerk to the Council & Asst. Overseer.

Payment for Voters List                                A letter from the Guardians was read confirming what the Parish Council recommended re=payment for preparing the Voters list, the same to be paid by the Revising Barrister as in the past years.

1916 July 21st                      A Parish Council Meeting was held in the O.F. Hall.

A letter from Mr. F. Mason of Singleboro’ addressed to Mr. Carron was produced & read respecting a probable public meeting
[p.271] to be held on \Friday/ Aug 4th next similar to those held last year \throughout the Country/ also leaflets from the National Patriotic Organisation.

National Patriotic Organisation                 Mr. J. Varney propd. & Mr. J. White Seconded that the whole of the members of the Parish Council become a Comtee to make arrangements for the said meeting together with the following gentlemen, Messrs. W. S. Neal, Carron, W. H. Stevens, W. Green, F. Mason, W. Wise, H. Underwood, R. J. Cowper, J. C. Hawley, G. A. Midgley, G. Pass, R. E. Golledge, W. R Monk.
The Clerk to write to the above asking them to attend a meeting in the O.F. Hall @ 8 o’c on Wednesday July 26th next.

Letter for Leaflets           The Clerk to write a letter to the National Patriotic Organisation Comtee   62 Charing Cross Rd. London S.W. for a supply of 300 Leaflets of either kind as those here produced.

Letter to Mr. Anstruther                               A letter to be sent to Mr. W. T.  Anstruther of Witchurch [sic] asking him to attend our meeting on Aug 4th and speak on the question of the War now raging in Europe.

1916 Oct 4th                         A Parish Council Meeting was held in the O.F. Hall.

The Minutes of last meeting were read & signed.

Letter Matthews Bros.                   Messrs. Matthews Bros. Estimate of £3/8/= for Repairs & Repainting to Engine House was
[p.272] accepted, the work to be put in hand at once on the proposition of Mr. J. Varney & Secd. by Mr. Stock.

Letter to H. J. Ray            An account for 12/6 was presented from the Oddfellows Hall Comtee for use of Hall for Patriotic Meeting of Aug 4th the charge was considered very high and the clerk was requested to see Mr. Ray with a view to getting at least 5/= reduction, the meeting was a very short one & little gas was used.

chq 9/= F. French             An a/c from Mr. Fred French for 9/= was presented & a cheque was drawn for that amt.
