present Mr. A. J. Clear in the Chair
Messrs. E. A. Illing, J. White, J. Varney, E. Egleton, W. H. Stevens, W. T. Walker and Josh Colgrove.

                The Minutes of the last meeting were read & Signed.

Streets The question of re-naming certain Street was discussed and the Clerk was requested to describe in the next poor Rate, houses in High Street as beginning from Mr. J. C. Hawley’s and ending at the top of Station Road, Buckingham Road as from the Swan to the L&NWrn. Ry Bridge and onward,
Letter to Mr. Parrott & Mrs. Kennings     also, to ask Mr Parrott’s permission to have a plate with the words High St. put up on his House and the same on Mrs. Kenning’s [8 High Street].

Stile letter to H. S. Lear Esq.    The clerk was requested to write a letter to H. S. Lear Esq. Brill House Thame the agent to Lord Addingtons estate asking him to have a foot plank placed at the Stile leading out of Horrils Hill into Mr. A. Warr’s field, the old one being broken in and the foot path quite impassable.

Letter to A. Grace            Mr. Arthur Grace not having yet paid the Rent due from him for the Fire Brigade Yard of 20/= due since Sep 29. 1910. Mr. A. J. Clear propd. & Mr. E. Egleton Secd. a letter be sent him giving fourteen days to pay in or legal proceedings will

Cheque                                A Cheque for for 12/7 was drawn to pay Mr. E. J. French’s a/c of 7/11 & Taxes on the Engine House of 4/8.

1911 Feby 1st      A Parish Council Meeting was held at Mr. A. J. Clear’s House

                The clerk was instructed to again write to Mr. Lear of Brill Respected Stile at Horrill’s Hill

Rent of yard letter to A Grace    A Letter from Mr. Arthur Grace was read wherein he refuses to pay the Rent due last Sept. of 20/=  for the Fire Brigade Yard and makes an offer of 7/6 which the Council refuse to accept.

Letter to Hartcup & Son Solrs. Bungay F.B. Yard                 The Clerk was instructed to write to Messrs. Hartcup & Son, Solicitors, Bungay, Essex sending them a copy of the Minute entered on folio 31 of April 1st 1895, and asking them if they had any plan of the boundary to the property then handed over to the Winslow Parish Authorities by the Lord of the Manor Wm. Selby Lowndes Esq. the matter now being in dispute

[p.232] Name plates for Street        Mr. Illing proposed & Mr. J. White Secd. that two plates \of/ enamelled Iron with the words “High Street” be ordered from Messrs. Matthews Bros. and fixed by them, one on Mrs. Kennings & the other on Mr. Parrotts.

Letter to R.D.C. re Church Street path    Mr. W. H. Stevens propd. & Mr. Illing Secd. that the attention of the R.D. Council be called to the very bad state of the Pathway known as Church Street leading from the Church yard into Horn Street.

1911 March 1st   A Parish Council Meeting was held in the O.F. Hall

                The Minutes of last meeting were read & signed.

Letter from Hartcup & Son          A letter from Messrs. Hartcup & Son dated Feb 4 1911 respecting the property in Horn Street, viz the Fire Engine House & Yard was read, giving an extract from the Court Rolls of 24th Oct 1840 and asking that new Trustees be appointed in the event of the four original ones being now dead, a charge of 10/6 for search and letter was also made by them, and of one shilling for 6 years quit Rent,

Extract from Court Rolls taken from the entry of a Deed of Grant dated 24th October 1840 from William Selby Lowndes Esqr. to David Thos. Willis, Gentleman, George Cowley Surgeon, Samuel Burnham Dudley, Auctioneer, and Alfred Barton, Innholder.
Court Rolls Extract Re F.B. Yard &c           “All that piece or parcel of land containing in length from North to South 23 feet or thereabouts and from East to West 22 feet or thereabouts being part of the waste of the said Manor situate and being known in Great Horn Street in Winslow aforesaid at or near a place where was heretofore a pond called Pillows Ditch but which was several years since filled up, as the same piece or parcel of ground is now staked out with the rights members and apurtenances thereto belonging or appertaining . . . . . . . with the prison or cage and Engine House lately erected thereon by the parish officers of Winslow aforesaid.”

Letter to Hartcup & Son                Mr. John Varney proposed & Mr. J. White seconded and it was agreed that the clerk reply to Messrs. Hartcup & Son stating that the original trustees are all dead, and that the Parish Council took over the management of the property in the year 1895. Also to ask them to accept the Winslow Parish Council as trustees by virtue of their office, and that a cheque
[p.234] for 10/6 be sent to pay their charge.

A. Grace Rent of Yard    A letter from Mr. A. Grace was put in asking for a reduction of Rent on the F.B. Yard to take effect on the Rent now due last Sept. of 20/=
Mr. Egleton propd. that the rent of 20/= now much overdue be paid in full on or before March 25th next and that a reduced rent of 12/6 pr. ann will be accepted in future, this was carried unan.
Agreement         also that an Agreement be drawn up and stamped (6d) between the Parish Council and Mr. A. Grace as tenant of the said yard.

Church Street Path          Mr. E. A. Illing reported that the Winslow R.D. Council had agreed to repair the pathway in Church Street with a good coating of gravel & making a new water channel of Blue Bricks.

Aptmt Overseers          Mr. J. Varney propd. & Mr. J. White Secd. that the following be appointed Overseers for the ensuing year

April 1911 & Annual Parish Meeting

[p.235] 1911 Apl 5            A Parish Council Meeting being \also/ the Annual Parish Meeting was held in the Oddfellows Hall.
Present A. J. Clear in the Chair, also
Messrs.  J. White, G. Gazey, J. Varney, W. T. Walker, W. H. Stevens, Edwin Egleton, & Hugh Ray.

The Minutes of the last meeting were read & signed.

The Charity a/cs were presented by Mr. Ray showing a Balance in hand of £12-10-0, the a/cs were considered \to be/ very satisfactory.

Agreement A. Grace      A draft of an Agreement between Mr. A. Grace and the Council was produced and approved the Clerk to get Mr. Grace’s Signature & 6d. stamp to the same.

Letters from Hartcup & Son re Trusteeship         Two letters from Messrs. Hartcup & Son were put in offering to accept the present Chairman of this Council as Trustee (during his Lifetime) for the property on Horn St. “Engine House &c” and objecting to accept the Parish Council as trustees.

Letter to Hartcup & Son Mr. W. H. Stevens propd. & Mr. W. T. Walker Secd. that the Clerk write to Messrs. Hartcup asking them the cost of Enfranchising the property, carried.

Apt of Parish Constables              Mr. J. White propd. & Mr. J. Varney Secd. that Mr. John Warner & Mr. Harry Scott be appointed to serve as Parish Constables. Carried.

Letter to Mr. Crouch & LGB         The Clerk was requested to write to Mr. Crouch of Aylesbury “the Clerk to County Council” asking him for information respecting our position as a Parish Council with regard to
[p.236] the coming Coronation, \and/ can we raise a penny rate by making a call on the overseers for that amount, upon receipt of Mr. Crouch’s letter the Chairman is requested to call a Parish Meeting upon some suitable and early day.

Chq 2/0/0 Rent of Hall                   A cheque for £2-0-0 was drawn to pay 2 years Rent of Oddfellows Hall up to Apl 24th 1911.

5/0/0 Call on overseers                Mr. W. H. Stevens propd. & Mr. Gazey Secd. that a Call be made on the overseers for £5= to the Parish Council funds.

chq         A cheque for 7/6 was drawn to pay Fire Insurance 4/6 & Stamps 3/- used by Clerk \for/ 12 months.

Re Enfranchising Parish property             A letter from Messrs. Hartcup & Son was read offering to Enfranchise the property in Horn St. “Engine House & yard” for the sum of £15-8-6.
Letter to Hartcup & Son                Mr. Illing propd. & Mr. Egleton Seconded that the letter be acknowledged and considered at a later meeting of the Council “agreed.”

                A letter from the Local Board of Govt. was put in and read giving instructions
[p.237] to the Council respecting expenditure &c. at the Coming Coronation of King George 5th

Parish Meeting re Coronation   Mr. Illing proposed and Mr. J. White Secd. that a Public Parish Meeting be called and held in the Oddfellows Hall on Tuesday May 2nd at 8pm to consider the above subject and that Bills be printed & circulated by post & otherwise giving notice of the Meeting this was carried unan.

Parish meeting

A Parish Meeting was held in the Oddfellows Hall on Tuesday May 2nd 1911.

Coronation Day June 22nd 1911                  The Notice calling the Meeting was read, showing that the purpose was for considering what steps should be taken by the Parish Council to observe Coronation Day June 22nd 1911.
A General order and also a Circular from the Local Government Board were produced and read.
The Minutes of the last parish meeting were read and signed.

Mr.  Clear then explained the reasons for the Parish Council having called the meeting and also explained the meaning of the L.G.B. Circular.

Mr.  W. H. Stevens asked if we in Winslow were to have a holiday at all. Mr. Illing said it would be a Bank holiday.

Mr. W. R. Monk propd. & Mr. J. Varney Secd. that the holiday be carried out on the voluntary principal and not by the aid of a Rate.

Mr. Hodgkinson suggested that we provide a recreation ground for the children.

Mr. J. C. Hawley suggested a Water Supply for the Town in case of Fire

Mr. N. McCorquodale supported Mr. Monk’s suggestion \proposition/ for voluntary subscriptions, and this was carried, unanimously.

Mr. Hodgkinson propd. that the Council be asked to purchase a Field for a Recreation ground, to this there was no Seconder.

Mr. Clear next proposed that a Committee be elected to carry out the Festivities on June 22nd and proposed the Revd. T. Hinkley on the Comtee.

Mr. W. T. Walker suggested that the Comtee. when formed should collect the subscriptions and then call another Meeting.

Mr. A. J. Clear propd. & Mr. Pass seconded that the Comtee. have power to add to its number (agreed)

Mr. A. Watson propd. that the Comtee. meet as soon as possible.

Mr. Clear propd. that a Comtee. Meeting be held on Thursday May 4th at 8p.m. The Revd. Hinkley offering the use of the Church Room (agreed) and with thanks to the Vicar.

Mr. Lomas propd. that the Comtee. aim at providing a recreation ground for the children this was seconded by Mr. Hodgkinson, but not put to the Meeting, the Revd. Hinkley supported Mr. Lomas’ proposition and suggested that any overplus of Cash be used as a nucleus \Fund/ for a recreation ground, this was agreed to.

The Revd. Hinkley propd. and Mr. Pass Secd. that the Comtee. aim at providing a Tea for the Children and a Luncheon for the Old people, with some evening entertainment to follow, this was agreed to.

Mr. J. C. Hawley propd. a vote of thanks to Mr. Clear for taking the Chair.

May 1911

p.237 [cont] 1911 May 31st          A Parish Council Meeting was held in the Oddfellows Hall Mr. A. J. Clear’s House.

                The Minutes of last meeting were read and signed.

Vote to Mr. J.Varney      Mr. Clear proposed a vote of sympathy with Mr John Varney in the sad accident he has met with this was unanimous and the clerk was asked to send a letter to Mr. Varney conveying the Councils best wishes for a speedy recovery.

Property Horn St.             The question of enfranchising the Parish property in Horn St. was deferred untill next Autumn.  

Cheque 2/=/= Audit Stamp         Mr. W. H. Stevens proposed and Mr. E. Egleton Secd. that a cheque be drawn for 2/=/= for an audit Stamp for 1910 -1911 a/cs.

Mr. Varney expressed his thanks for the kind letter he received from the members of the Parish Council at the time of his unfortunate accident.

Engine House                    The questions of Enfranchising the Parish property in Horn Street and also the numbering of Houses in the Town were both adjourned to the October Meeting of the Council.

Hartcup & Son, stating that a resolution was passed at the Parish Council meeting “That the Parish Council as a body are trustees for the time being of the Engine House in Horn Street and are entitled to be admitted as such” (carried).

Precept for £5-0-0           Mr. White propd. and Mr. Egleton Secd. that a precept be made on the overseers for sum of five pounds.

Messrs. E. Egleton, J. Varney, J. White, G. Gazey, W. T. Walker, W. H. Stevens, last minutes were read & signed.

Hartcup & Son                  A letter from Messrs. Hartcup & Son was read stating the Parish Council as such are not entitled to be admitted as trustees of Parish property, they could be admitted however as individuals, if a list of names be sent to them, they will be pleased to complete the necessary admission.
Mr. Clear propd. and Mr. Varney Secd. and it was agreed that the opinion of a Solicitor be obtained on the matter before taking further proceedings.
Small & Barker                  Mr. Stevens propd. and Mr. Egleton Secd. that Messrs. Small & Barker be approached on the question and Mr. Clear agreed to see Mr. Barker, taking with him all the correspondence now in the hands of the Parish Council on the question.

The Notice Calling the Meeting was read.

Rate of £130       Mr. E. A. Illing Propd and Mr. E. Egleton Secd that a sum not exceeding £130 be raised for the purposes of the Lighting & Watching Act for the current year this was carried.
