                The Minutes of the last meeting were read and confirmed.

Churchyard Path              The Clerk was directed to again write to the Winslow R.D Council, asking for some reply as to the Churchyard Path.

Stiles     The Clerk was directed to call the attention of
[p.197]  Mr. T. P. Willis (the owner) to the dilapidated condition of the Stile at the end of Avenue Road, & at the Allotment Field ; and of Mr. J. C. Hawley to the Stile at Nordens Buildings.

Cheque            A cheque was drawn for £1-8-9 to pay Audit Stamp 20/- Income Tax on Engine House 3/9 & E. J. French’s a/c 5/-

Annual parish meeting

1907 March 4th                   The Parish Meeting for the Election of Parish Councillors & the Annual Parish Meeting was held in the Oddfellows Hall on Monday the 4th day of  March 1907 at 7 p.m. Present H. 1907 April 17       The Annual Meeting of the Parish Council was held in the Oddfellows Hall on Wednesday April 17th 1907. Present H. Bullock Esq (Chairman) Messrs. A. J. Clear, W. R. Monk, W. H. Stevens, J. H. Turnham, J. Varney, J. White, Austin Watson, C. Watson & W. T. Walker.

                The Minutes of the last Meeting were read and confirmed.

Declarations      The members signed the Declaration of office.

Chairman            Mr. W. R. Monk proposed a vote of thanks to Mr. Herbert Bullock for his services as Chairman in
[p.198] the past. This was seconded by Mr. J. White & carried unanimously.
                Mr. A. J. Clear proposed that Mr. Herbert Bullock be re-appointed Chairman. This was seconded by Mr. W. H. Stevens & carried unanimously.

Vice Chairman  Mr. C. Watson proposed and Mr. A. J. Clear seconded & it was unanimously carried that Mr. W. R. Monk be elected Vice-Chairman.

Overseers          Mr. W. R. Monk proposed and Mr. C. Watson seconded that Messrs. J. E. Dickins & J. Coles be appointed Overseers.
Mr. J. Varney proposed and Mr. Turnham seconded that Mr. H. H. Wigley & W. R. J. Cowper be appointed Overseers.                
                One [sic] these four names being put to the Meeting they were unanimously appointed to that Office.

Lighting and Watching Committee          Mr. W. R. Monk proposed that all the members of the Parish Council except the Chairman & Mr. A. J. Clear be appointed the Committee for carrying out the provisions of the Lighting & Watching Act. This was seconded by Mr. C. Watson & carried.

Fire Brigade Committee                Mr. W. R. Monk proposed and Mr. C. Watson seconded & it was unanimously carried that the whole Council be appointed the Committee for the management of the Fire Brigade.

[p.199] Parish Constable              The name of John Warner, Porter, was nominated by the Parish Council as a fit and qualified person for the office of Parish Constable.

1907 May 14                       A Meeting of the Parish Council held in the Oddfellows Hall on Tuesday 14thMay 1907. Present H. Bullock Esq (Chairman) Messrs. A. J. Clear, W. R. Monk, W. H. Stevens, J. Varney, Josh White, A. Watson & C. Watson & W. T. Walker.

C.C. Representatives’ School Managers                                On the proposition of the Chairman seconded by Mr. A. J. Clear, Mr. E. A. Illing was again nominated to represent the County Council on the Committee of Management of the Winslow N. School.

Parish Council ditto        The Chairman proposed that Mr. W. R. Monk be appointed to represent the Parish Council on the School Management Committee. This was seconded by Mr. Jos White & carried.

Higher Education Committee    Mr. W. R. Monk proposed that Messrs. A. J. Clear
[p.200] J. Varney & W. H. Stevens be appointed to \represent the Parish Council on any Committee that may be formed work with the Select Managers as a Local Higher Education Committee \for Winslow/. This was seconded by Mr. W. T. Walker & carried.

Mr. W. R. Monk proposed & Mr. J. Varney seconded that a letter of condolence be sent to the Relatives of the late Chairman (H. Bullock Esq).

appointment Chairman Mr. A. J. Clear   On the proposition of Mr. J. White seconded by Mr. A. Watson, Mr. A. J. Clear was unanimously appointed Chairman in the room of H. Bullock Esq deceased.

GC Ry reply        A letter was read from the Great Central Railway Co in reply to a Petition presented to them
[p.201] that they could not a present have a Goods Station at Winslow Road.

F.B. Insurance   The Clerk was directed to ascertain terms for insurance of the Fire Brigade under the Workmens Compensation Act.

                The Clerk was also directed to write to the Churchwardens as to the Gates in Church Street which required attention

Water Supply    The following correspondence respecting the Water Supply of the Town was read.

Dear Sir,
My Council have had before them today
[p.202] a letter from Miss Ellis with reference to a deficiency of good drinking water at that end of the town, and I was directed to forward you a copy of her letter & to request that the Winslow Parish Council will be good enough to let my Council have their views thereon before the meeting on 8th prox. to which date consideration of the letter has been adjourned.

Gentlemen,
                I am writing to call your attention to the great deficiency of good drinking water at this end of the town.
                In my immediate neighborhood there are more than a dozen houses and cottages which are suffering in consequence of the inadequate supply, & I appeal to you, as the proper authority to take steps to remedy this as soon as possible. I have already twice called the attention of the Medical Officer of Health to this fact & I believe he intends to lay the matter before you.
[p.203] I have been informed that all the public wells in this town have been analysed & with one exception the water has been pronounced unfit for drinking & domestic purposes. May I ask if this is the case?
                As it seems to me that this is a very vital question. I have ventured to lay the matter before you feeling sure that you will do your utmost to meet the needs of the householders in this neighbourhood.

Water Supply reply to R.D.C.      Whereupon Mr. Varney proposed and W. R. Monk seconded & it was unanimously agreed that the following be sent in reply to the letter from Winslow R.D.C :- “That the Parish Council do not consider the information contained in the letter from Miss Ellis is sufficient for the consideration of so important a subject as a Water Supply for Winslow; they ask for the Medical Officer of Health’s report referred to, also the answer to the question contained in her letter as to whether all the public wells have been analysed and have been condemned (with one exception) as unfit for drinking & domestic purposes”.

Parish Council Box & Books        Mr. Chas Watson proposed and Mr. Josiah White seconded that the Parish Council Box, Books &c at present at the late Mr. H. Bullock’s Office be removed to Mr. A. J. Clear’s house. This was agreed.

Parish meeting (Lighting & Watching)

1907 Nov 6th                       A Parish Meeting called for the purposes of the Lighting and Watching Act 3 & 4 Wm 4th and for taking into consideration the amount of money to be raised for the purposes of the said act for the current year in this Parish, was held in the Oddfellows Hall on Wednesday Nov 6 07. Present Mr. A. J. Clear in the Chair, Messrs. W. R. Monk, W. J. Walker, A. Watson, H. J. Turnham, J. White, J. Varney, C. Watson.

                The Notice calling for the Meeting was read.

The Minutes of the last Parish Meeting were read & confirmed.

Mr. W. R. Monk proposed and Mr. W. Walker seconded, that a Sum not exceeding £100 be raised for the purposes of the Lighting & Watching Act for the ensuing Year.

Copies of Analysis 4 Wells by “Mr. Fisher”          The Copies of Analysis of Water from four public wells “viz” Nags Head, Crooked Billet, Market Square & Stanifords were produced from the Rural District Council, W. W. Fisher of Oxford, Analyist.

“The Nags Head Pump”

Description,        very slightly turbid.
Odour.  None.   Colour pale yellowish tint.
The result of the Analysis are stated in Grains per Gallon

Remarks
The quantities of the total solids, and of chlorides and nitrates are considerably
[p.206] above the natural amounts, and the proportion of Organic matter is about the average. The water is drawn from a poluted [sic] subsoil, and is not of satisfactory quality for drinking or household use.

“The Crooked Billet Pump”

Odour.  None.   Colour, pale yellowish tint.

Remarks
The quantities of the mineral constituents and also the chlorides and nitrates are in marked excess above the natural amounts, and the proportion of organic matter is about the average of good Well Waters. The Supply is obtained from poluted subsoil, and the water is not satisfactory in quality for Drinking or Domestic purposes.

“The Market Square Pump”

[p.207] Description, very slightly turbid, on evaporation the sample leaves a slightly alkaline residue, containing Carbonate of Soda, with sulphate of Chloride.

Colour = pale bluish green tint

Remarks
The total dissolved Solids are above the average, but as the constituents are chiefly alkaline salts with only a moderate amount of lime, the water is not very hard in character. The Nitrates are quite small, and the proportion of organic matter is also small. The sample does not appear to be poluted, and the water bearing beds are probably below a belt of clay which protects them. It is a water of fair quality for Drinking and domestic use.

Remarks
The sample contains a large amount of dissolved solids, mainly lime compounds, and is consequently very “hard”, the chlorides and nitrates are in considerable excess above the natural amounts while the proportion of organic matter is quite small, from the analysis it is evident that the subsoil near this Well is subject to great polution by animal matters, and the water is consequently unfit for drinking and domestic purposes.

 - Winslow– Notice is hereby given, that a \Parish/ Meeting will be held at the Oddfellows Hall on Friday Dec 20th 1907 at 7.30 p.m. for the following purpose.“To consider whether it is necessary to provide a Water Supply for the Parish of Winslow”.

The minutes of the last Parish Meeting were read & confirmed. The Chairman explained the cause of the meeting and asked for discussion on the subject at the same time asking for a fair hearing for all the speakers. After a lengthy discussion from seventeen speakers, Mr. W. S. Neal proposed and Mr W. T. Matthews seconded the following resolution

                That we \it is/ the opinion of this Meeting that owing to the continued shortage and indifferent quality of the Water supply extending over several years, in private and public Wells, and more particularly to the present total failure of many private wells, the imminent danger to property in case of Fire attending the marked scarcity of Water from all sources, and the recent County Analyst’s reports condemning fifty per cent of the public Wells as unfit for drinking or domestic use, that steps should be taken to provide an adequate supply of pure water for the Town of Winslow.

Mr. Geo. George proposed and Mr E. A. Illing seconded the following Amendment
That the present supply of Water in this Parish is sufficient for general purposes, and is not injurious to health, and that a \further/ Water Supply is not needed.

Dr. Vaisey proposed a further Amendment & Mr J. C. Hawley seconded that the Rural District Council be asked to further consider this matter, to try to find some means to satisfy those people who are at present short of water, and at a moderate cost.

Mr. George’s amendment was first put to the Meeting receiving 70 votes for and 15 against.
Mr. Neal’s motion was then put to the Meeting receiving five votes, the amendment was therefore carried by a majority of 55.
Dr Vaisey’s Amendment being put to the Meeting received only 17 votes.
